In a scathing report on 11 deaths last year at the District's St. Elizabeths Hospital for the mentally ill, an advocacy group for the disabled told city officials yesterday that medical neglect resulted in "needless pain and suffering" for most of the patients "and may well have contributed to deaths from treatable conditions."

Best international cities to dine in now

Whether it's Belgrade or Buffalo, every resident thinks his or her city has great restaurants. Most cities have their strengths—the kebab shops on every street in Istanbul, the taquerias in Guadalajara, the dim sum parlors in Shanghai, the sushi bars in Kyoto. Of course. There's fabulous seafood in Venice, wondrous tapas in San Sebastián and scores of terrific steakhouses in Buenos Aires.

But to be named a great restaurant city, there must be more than the usual levels of gastronomy; we expect the down-home and rustic as well as highfalutin' and haute cuisine. No longer can any six cities in France claim to lead the world—or even Europe—as citadels of great food; nor can a city like Las Vegas claim its slew of big-ticket restaurants compare with the breadth and depth of those culinary capitals that built their food culture over centuries.

Ease the pain of winter-ravaged lips

Anyone who's said it doesn't hurt to smile must not have had chapped lips.

Chapped lips are basically an infl ammation of the lip itself and can occur for a variety of reasons, including exposure to wind, dry air, cold temperatures and the sun, said Stephanie Burleson, family medical physician with Utica Park Clinic Jenks.

“Chapped lips can be a big problem when they get sore. They can interfere with eating, drinking, talking or other types of everyday things," she said.

Breathing problems such as asthma that cause people to breath out of their mouth more than their nose can also trigger chapped lips, as can some medications.

“Medications for acne, like Accutane, are notorious for drying lips," Burleson said.

Heaters also affect the lips by causing the air to dry out.

Angelina Jolie's twin pregnancy

Angelina Jolie is pregnant with twins, it has been claimed.

The 'Beowulf' actress and her lover Brad Pitt discovered the happy news earlier this week and hastily cancelled their planned trip to Europe.

A source told America's Star magazine: "Brad and Angelina are absolutely ecstatic. But I still think there will be more adoptions to come."

Angelina, 32, gave birth to the couple's daughter Shiloh in May 2006 in Namibia.

The star also has three adopted children with Brad - six-year-old Cambodian son Maddox, four-year-old Vietnamese son Pax and three-year-old Ethiopian daughter Zahara.

Pregnancy rumours first surfaced earlier this month when Angelina refused alcohol at the Critics' Choice Awards and was said to be planning her work schedule around having another baby.

MICK MCCABE: Record free-throw streak ends at 102

After his first miss, a time-out was called, and Redford went to the bench while the North Branch public address announcer hailed the record.

"People started applauding and my teammates gave me a hug; they knew I was a little disappointed," he said. "But I had to get my head back in the game right away and go out there and knock the second one down."

The neat thing about Redford's streak is that he wasn't overwhelmed by the feat. He never dreaded going to the free-throw line -- he actually looked forward to each free throw.

"Honestly, I think it helped me focus a little more," he said. "I didn't really feel pressure. Once you're up there, you just let it go. I tried not to think about it too much. Everybody else made a big deal about it.

"I think 102 is a pretty good number.
